Well, if you want to get really brutal, create a GPO to set Users
access denied on %SYSTEMROOT%\SYSTEM32\wuauclt.*

That way it can't run as the user. If you look when they get the
restart message, wuauclt.exe is running as many times as there are
users, as that user.
