I still had some trouble even after I removed it from Add Remove programs and set the home page etc with a GPO. Here is what I did: HKCU\Software\Microsoft\Windows\CurrentVersion\Internet Settings\IEHardenIENoWarn (dword=1) HKCU\Software\Microsoft\Windows\CurrentVersion\Internet Settings\ZoneMap\IEHarden (dword=0) Check here for the same stuff: HKLM\Software\Microsoft\Windows NT\CurrentVersion\Terminal Server\Install\Software\Microsoft\Windows\Current Version It has been working great ever since. i think I ran into it because I created my mandatory profile prior to removing the IE Enhanced Security.
