Make sure:
1) You are on Windows Installer 2.0
2)You are running setup from only 1 directory level below the root of the =
drive.
I had the same issue. This fixed it.

I've tried to install it via a network share, via CD, and by copying the =
setup locally. I have been successful installing it from the CD and when =
the files are copied locally, but have been getting similar errors when =
trying to run it from a network share. Were you trying to install it over =
you network?
