Depends - if they logon as domain admin, then yes, but if they are domain
admin by merit of group membership, then no.

If they are domain admins, does it really matter? Although you can restrict
accounts with admin rights - chocolate fireguard springs to mind. You have
bigger issues, than who installed a program. 'cos you're gonna have to pull
out all the stops to ensure that domain admin accounts can't.
