[THIN] IMA service issues

Just upgraded a windows 2000 server from Xpa to MPS 4.0
I cannot get the IMA service to start.  I get the following error

Windows could not start the Independent Management Architecture on Local 
Computer.  For more information, review the System Log, If this is a 
non-microsoft Service, contact the service Vendor and refer to Service-specific 
error code -2147483606.

I have looked this up on Citrix and I have Recreated the LHC (CTX102894), and I 
have added the Domain Admin Login to the LOCAL administrators Group and set the 
Registry permissions as laid out in CTX10197. However the service is set to use 
the Local System account, do I need to use a different account?
Are there any other ideas?
