You create a GPO.
Leave System and ADmins with everything but Apply rights,.=20

Then you remove the domain users, and everyone from it.
Then add your user and give them apply rights.....

Just like file security if only one user should see a file.=20
You can have multiple GPOs attached to the same OU so you can create a
bunch of these.

Soooo I could make a GPO inside a GPO and uncheck the Block Policy
Inheritance option and then just set the rules?
