When you edit the GPO goto the top node and right click on it. Select
the security tab and filter out the people you don't want to use it.,

Well when I make a new GPO in my test OU (so now I have two GPO's) and I
change the IE content settings, it affects both GPO's. So now everyone
of my test users are hit by my rules when I only wanted one. I HAVE to
be doing something WRONG :-) Sooo CRAP!=20

I created a new GPO.
Moved a test user there.
Set "apply rights" to them.
Changed the IE security rule set.
