[THIN] ICA File - Persistent Bitmap Cache

I am trying to set the above in the appsrv.ini file.
PersistentCacheEnabled=On
PersistentCacheSize=42935633
PersistentCacheMinBitmap=8192
PersistentCachePath=N:\WTSRV\Profiles\Administrator\Application
Data\ICAClient\Cache
I am having one of those moments, and I do not know where to set this......
Is it on the Local client, in;
C:\Program Files\Citrix\icaweb32 or in the profile
C:\Documents and Settings\Toby\Local Settings\Application Data
Or can it be set globally via the Citrix client on the Citrix server.....
