Hi Andy,
 
You'll have to do the following to a users profile to disable sticky keys.
 
Change
HKCU\Control Panel\Accessibility\StickyKeys\Flags, reg_sz,"511"
to
HKCU\Control Panel\Accessibility\StickyKeys\Flags, reg_sz,"510"
 
and delete the following values:
HKCU\Control Panel\Accessibility\Keyboard Response\Last BounceKey Setting
HKCU\Control Panel\Accessibility\Keyboard Response\Last Valid Delay
HKCU\Control Panel\Accessibility\Keyboard Response\Last Valid Repeat
HKCU\Control Panel\Accessibility\Keyboard Response\Last Valid Wait
 
The following into a reg file (eg nosticky.reg) and use regedit -s nosticky.reg 
in usrlogon.cmd.

REGEDIT4
[HKEY_CURRENT_USER\Control Panel\Accessibility\StickyKeys]
"Flags"="510"
[HKEY_CURRENT_USER\Control Panel\Accessibility\Keyboard Response]
"Last BounceKey Setting"=-
"Last Valid Delay"=-
"Last Valid Repeat"=-
"Last Valid Wait"=-"
------ end nosticky.reg ------------
 
If you've got a 2003 system with regeistry editting disabled, it wouldn't be 
that hard to make this into a policy template if you're really stuck.
