Computer Browser service in Microsoft networks maintains the list of shared resources. The Master and backup browsers are chosen throught election process. The selection criterias are OS version, being a domain controller, computer NetBIOs name, etc. Elections are forced any time the new computer capable of being a master browser is started. All windows server OS and w95 by default trying to become a master browser and participate in elections. What is happening in your case is that your Citrix server wins election and becomes a master browser. Then another server is booted up and forces the election process. There is no need for Citrix server to be a master browser. This task is usually handled by a domain controller. There are registry keys you can modify and your citrix box will never try to win the election.
