Sounds like the typical browser war that happens when a "potential" master browser thinks that the master browser has gone offiline. This should not have anything to do with Citrix. Itis an MS issue. I get these on some of my networks that don't have Citrix. An option to look at is hardcoding the workstations to not be a browse master. Maybe even do it to some of the servers.
