Well, you can always talk to them and ask them to stop... If they refuse,
then escalate it to their manager or bar them from the system.

Hello,

Clever users have been able to by-pass GPO and changing their desktops
using the MS Office Picture Viewer.

Has anyone else encountered this problem?

Disabling right click isn't an option, and I cannot find any
references to the Picture manager in the Office 2003 ADM templates.
