[THIN] Compatibility Mode

I have enabled Application Compatibility Mode on our W2K TS (SP3) as
described in MS article 279792 and it works great for Administrators.  It
does not, however, work for regular users.

I can create an icon as an Administrator and enable compatibility mode on
the compatibility tab, but regular users do not seem to pick up this setting
(nor can they see the tab when looking at the shortcut's properties).

The above mentioned article seems to indicate that users can make use of
this function ("Only administrators can enable this technology for users"),
but it doesn't say how.  Has anyone here successfully gotten Application
Compatibility mode to work for users?

The app that we want to run in application mode is PowerTerm InterConnect/32
v5.2.4d.  It apparently does an OS check, so all we want to do is lie to it
about what OS it is running on.  We don't want to upgrade it because we will
be phasing it out over the next year or so (unfortunately the TS's need to
be upgraded before then).  Apcompat is not an option because (for whatever
reason) it does not allow name resolution to function correctly.
