Jeff, that option was already enabled.
I have the followed now enabled
Admin Templates > Desktop > Active Desktop > Enable Active Desktop
Admin Templates > Control Panel > Display > Prevent Changing Wallpaper
This seems to do the trick. The option is still there, however the
background never changes when a new image is selected.
It would be nice if the options available after right-clicking in IE
could be greyed out via reg hack.
