The one that is working for me is under User Config/Admin
Templates/Control Panel/ Display. Just enable the prevent chanigng
wallpaper and the option in IE is greyed out.

Thanks guys for the replies. I am attempting to stop this via GPO.
Users are logging in with their mandatory profiles and changing the
background image by using IE, and selecting 'Set As Background'.
There are a number of options in our GPO, however I can't seem to find
this one.
Anyone please point me in the right direction?
