In the former case you can just check = the service status, in the latter, a simple script written in Vbscript or = Kix can check to see whether \\server\Hkey_local_machine\software\microsoft\windows nt\currentversion\winlogon\WinStationsDisabled is set to 1 (logons = disabled) or 0 (logons enabled).
