No - I was looking at 2.2 docs. From looking at the 3.0 SDK docs, I think
you can manipulate load evaluators but not necessarily create/delete them.
There are a lot of functions for attaching load evaluators to servers and
apps, so it looks like the answer is yes, it is possible.
