I would check the rights of the ICAClient folder for the user you are setting up with in their DOCUMENTS AND SETTINGS folder, under Application Data. Are these new installations of the ICA Client? As a last resort, I would remove the ICA client, find any and all instances of the ICAClient folder and delete it. Then install the latest client, which is the 6.30 series.
