[THIN] Active X

We have a web based reporting app., which requires the user install an
active X component to run it. Of course, the users would need to be local
admins, to install it, and therefore, it is not working.
I am getting grief about how "see, Citrix can't do it!", but let's face it,
I am not going to give users local admin rights on the servers. Any way I
can install Active X components in install mode to get rid of this issue?
