It could also read, "Tropical Mockingbird", 1 record from Sabine Pass, 
possibility (or likelihood ) that occurrence in Texas was natural, and NOT 
human assisted.
Take your pick as which is correct.

    Is there are publicly viewable list of species for which records exist 
but which (for whatever reason) were not accepted by the records committee? 
I agree that the most important job of these committees is documenting ALL 
of these records, but would be interested in being able to see the list of 
"unaccepted" species, preferably with at least some commentary on why it 
wasn't accepted.
For example:

Tropical Mockingbird, 1 record from Sabine Pass, possibility (or likelihood) 
that occurrence in Texas was human assisted
