Buck,
If it has a "relay", give it a whack with an insulated driver, probably
stuck. Also check for 5v stand-by voltage, sounds like it is missing also.
With no diagram, check on the rmt rcvr ic. If you don't have 5v there, then
the cpu will not power up. You can probably trace it back from the rmt rcvr
ic.
