this case have been closed!
thank to Jerry $ Jeff and all guys,
this is truth,the problem cause by 180 degree and backward.
this vcr not using the ordinary drum head with hole on the centre than fix 
to the motor shaft than fix the 2 pcs of screw.
but it using the drum head attach with the long shaft and together with 
rotary transformer.
when to replace the head you need to dismantle all the part at head drum 
block-motor coil,magnet casing,collar etc.
when fix back you need to insert the drum head shaft into the centre hole 
than put the collar from the back,thigthen the screw.then fix the motor coil 
and lastly the magnet casing.
at the top of drum head next to the 2 pcs of screw for head eye,there are 
one hole.only at one head eye,there ones is nothing,this is the drum head 
mark,
then at the motor casing also have one hole at the centre.
what I do,first drum hole and magnet hole must at the same position top and 
bottom.
then play the tape,result picture still no good,
then I placed the top hole at one position then I turn bottom hole little 
bit clockwise.play the tape,picture little bit improve,
I do it many times untill I get a best output of picture,
Jerry are right,if picture good at the same times sound also will be 
come-out,it was happen the sound also come-out,no need to replace the ic!.I 
test many times using many tape all ok as normal video.
