An eeprom is either blank, or it is programmed. It may not have the 
exact data in it that you want, but if there is any data at all, it has 
been programmed (unless the data has been corrupted)

You can not call an eeprom that you buy from your RCA distributor which 
already has some data in it, a blank eeprom, therefore it is a 
pre-programmed eeprom. It is not blank- IT HAS DATA IN IT. It may not be 
set exactly for your set, but it does have data in it, and thus NOT BLANK.

There are 3 distinctions of eeproms and many are getting confused here.

First, is the blank eeprom. A blank eeprom such as a 24C02, can be 
bought at any electronics distributor for less than a dollar. There is 
absolutely no data at all in that eeprom. All bits are set to 
FFFFFFFFFFFFFFFFFFFFFFFFF. Does everyone understand this? This eeprom 
can be installed in a video game, a camera, a phone, whatever. It will 
do nothing until it is programmed for that particaular device.

Second, is the eeprom such as you purchase from your RCA distributor. 
These have generalized settings within the stored data, which may or may 
not make your TV operate correctly. The horizontal btye may need 
tweaking, the channel frequency bytes may need adjusting to bring the 
channels in etc. This is called a "pre-programmed eeprom, because it is 
already programmed when you buy it.

Third, is the actual eeprom in a particular set. You have a CTC197 ABC 
chassis, serial number AXZ777890. The data in this eeprom is set for 
this set and this set only. The guy with the next serial number higher, 
has to have an eeprom with slightly different data in it to make is 
particular set work exactly right.

I hope this straightens out the confusion about blank or Not-Blank eeproms.

My original reply to this thread was referring to someone who mentioned 
that the eeprom they bought from a distributor was blank which as I 
explained is incorrect, unless the eeprom is defective.
