[TechAssist] help on a funai tvcr9g1 please

Hi all.
Have a symphonic tvcr9g1 in the shop.
Dead
Power supply, on plug in, comes up to approx 10% of correct volts.
+117 goes to +12 ect.
Standby also goes down.
replaced vert chip no dif.
Any Ideas?
