Thanks Neil, this is the first thing I did . It wasn't the virtical I.C
problem . This is the first thing I did also because most are this problem.
It was another connections in the circuit. I soldered them all so don't know
the real culprit.. Thanks for the reminder...

related and at times will locate poor solder connections..  You should make
it a habit like I do, solder all the IC connections first. There aren't that
