No, it should just pay a nominal salary. Good or bad, people should not be 
selected to repeat, and they should be required to stay the full term. They 
cant screw up because there are lots of other people involved in actually doing 
anything, and people who previously served in a position can act as advisors. 
It would just be a civic duty. If you have a really good idea you would have 
the opportunity to present it at the highest level.
