Sounds like someone may have played around with administrative settings, either that or a hacker may have got in to the computer, this could happen if the computer was never password protected, happened to me once. Scan for a virus, then I would just pop the 2000 setup CD back in to the computer and do a repair. That should fix up whatever settings were changed. Good luck.
