[TechAssist] VCR, NEC N906U wont hold stations

Hello all, this is strange I have never seen this in a VCR, on the front face
there is a normal/preset switch, with the switch set to "normal" the stations
can be selected (2-4-5-7-9-11-13 here in NYC) but they come in scrambled as
if off frequency the audio can be heard, selecting the "preset" position on
the switch the channel can be fine tuned to look clear but as soon as it is
put back on the "normal" setting the station will go off frequency again, I
have no print on this VCR, is there an AFC on this set? No clue as where to
start looking, Any help is appreciated.
