[TechAssist] Toshiba CN36V51 TAC9924 and CN36G90 TAC9616 Q840 reset pin has pulses

Two sets with almost the same problem, the reset pin of the 5 pin 5v
reg/reset IC has pulses instead of 5 volts. One set is on and won't turn off
the other is off and won't turn on. I have replaced the L78MR05 IC Q840 and
no help, no schematic for either set. Has anyone seen this problem? Would
anyone have a PDF to share?
