[TechAssist] Toshiba CF27E30 (TAC9512?) snow only even after tuner rebuilt

This CF27E30 TV with only snow was possibly due to a storm. Snow only.
OSD OK.Video input works OK. Uses a long style tuner with exposed rear
part showing an IC and about 14 pins # EL471LW.
Sent the original to Tip-Top Tuner (didn't have an exchange in stock).
Came back, same issue.This tuner looks like it does it all. I am not
sure of the pins, but some have +5V, and one has +33V.
Wondering if I got a bad one back.
Can someone send pdf of the tuner ckt so I can check voltages? Or serv.
manual?
