[TechAssist] Toshiba 61H70 scan and data problem

This is the N0PSP chassis.
The scan and data lines are down to 1.7 volts.
Should be 4.8vdc.
If I'm not mistaken they should be present in
standby.
For the life of me I can't find the source for the
5 volts for the scan and data lines.
Can anyone point me in that direction?
