We've had this symptom before, it was the microprocessor. You can tell =
for
sure by checking whether the action pin is shorted or has low resistance =
to
ground.=20

TV Panasonic, M#CT-27G7DF,Chassis#JP363,Action Screen locks up TV.
Unit was damaged by lightning.
Unit turns on and when any key is pressed the action screen comes up and =
locks up the set.
A channel is visible and audio present.
No further control is allowed, unplug the set and one can repeat the =
above.
I have no schematics for this unit, but suspect IC002 (TVR2AJ125) =
EEPROM??
Require help here for replacement of IC002 and setup of same.
