Don't know if this will help, did you scope the E mitter to Collector
connection of q601/602 and does the signal look balanced (50% duty cycle)?
Does the signal look clean, no spikes, transients?
Then its okay.

Your other problem sounds like EEPROM or your data or clock line is bad, you
should have 4.8 to 5.0 volts of signal getting to your tuner, video jungle
etc.
