Right around then is when they changed over to the B Chassis mechanism. If it is the previous mechanism, the take up reel hub would crack and lose its torque. Very common and you can see the cracks without taking it apart. On the B Mech we have had a few mode switches that were electrically bad but most were just falling apart and the piece with the wipers that you can see was floating loose or you could move it side to side just by touching it. If it was mechanically OK but we suspected an electrical problem we would give the switch a shot of contact cleaner and look for a change in behavior. By the way, the standard RM-95 will not work as a Service RM-95. A different micro and some other mods are required to make the conversion. Sony offered the micro and also the converted remote. Then about 1998, they made a change that required still a different micro. The old Service RM-95 can read data on the newer models but cannot change it.
