I think I've seen the same thing....the +- 15V supplies generally indicate the output IC is actually an operational amplifier and those rarely fail from my experience. Since the Jungle IC generates the vertical sawtooth, I'll bet that signal is missing. I can't recall if the board layout is.....the jungle is on one board and the vertical output is on another, like on the convergence amp board, but if it is.....there is a plug labeled V drive that I connect the scope to for verification of drive signal. I've seen the same V drive connection on various chassis from Sony.
