Phil,
LED detect for 4 time flashing is:
** Fault in Vertical deflection stopped **
Area you have to look at are:
1. +13V is not supplied. (A board)
2. Has entered standby state after horizontal raster.
3. IC 541 is faulty (A board) * Vertical deflection pulse is stopped.
4. Power line is shorted or power supply is stopped
