Removing pin 27 doesn't help and lifting pin 8 of IC002 removes voltage from 
board but on chip stays at 2.6v out 7.x V in

Peter,

Ic002 pins are:
PINS.     VOLTAGE.
1           7.5V
2           N/C
3
4           N/C
5           GND
6           RESET
7           N/C
8           5V STBY 5.

IC001 CPU pin 27 is VCC +5v, try unsolder that pin.
I had a few occasion that IC002 failures'.
