[TechAssist] Sanyo DS27590 Still won`t start at full line voltage

Hi guys, Received Ic681 today, installed it in this pain in the a@@ and
it made no difference, to refresh your memories, if I plug it into a
regular 120v receptacle set is dead, voltages on Regulator are stable
but input voltage to IC 681 varies from 10v to 7.5v so output 5v line 
is 2-3 volts (varies constantly)If I put it in the variac and set it at 
115 volts set will start every time,I can then turn variac up to 125v 
and set will stay running, input to IC681 is stable and output is 4.96v 
stable. I of course don`t have the schematic, could someone tell me 
where the B+ for IC681 comes from? it appears it may be zener D629 but 
zener checks good, heating/chilling components makes no difference, 
pulled HOT to see if it was loading regulator and set clicks on and then 
immediately shuts off.Any help appreciated, Larry E
