[TechAssist] Sharp CL27S18 Just clicks

Hi All
Sorry I don't know the Chassis number.
This 27" tv came in with only a few clicks when you try to power it up.
We have another circuit board like this in the shop by chance.This one
works if you
jumper out the relay so we used it's flyback, hot, and SMPS regulator IC
to try to
get tv # 1 working. To no avail.
Now the set clicks the relay when you press the on switch--deguassing
coil makes it's
humm for a few secs. then the relay clicks again. (releasing)
This process will not repeat unless you unplug it from wall for a few
secs.
IC 750 has output of 9v present
IC 751, & 703 0 volts present.
We also don't have a schematic to properly start trouble shooting.
Any help and or tips welcome.
