Regulator works under load (40W bulb), wrong voltage though. 32V under
load, was 40V without load, should be 130V. Regulator seems to be
working; what causes low regulator output, voltage feedback opto
circuit?? IC851 opto??

Take the flyback out of the circuit and put a light bulb in. See if the 
regulator works with a load on it. If it does then I would ring the
flyback 
next and take it from there.
