[TechAssist] SAMSUNG MVR3150C *No Pix*

I have a SAMSUNG MVR3150C 20" TVCR unit that when plugged in continually clicks
from the RELAY and then after about 2 minutes the POWER light will stay on, the
unit has HV but no heater, No PIX.
I replace the RELAY and C810 and checked the reg Q811 but still have the
problem that the tube does not light.
If I disconnect the CRT board the heater voltage becomes normal. I thought it
may be the CRT but I also replaced it with still the same problem.
Does anyone have any thing on this unit.
