[TechAssist] RP2786B104 Magnavox tuner failure

Magnavox RP2786B104
Unit fails to tune.
The tuner is a A340309-1003
I replaced the SDA3202-3 IC in it with a TSA5511
Micro is communicating with the tuner.
30, 12,and 5 Volts are present.
No IF out
Test point 21 has 30 Volts on it.
Of course, no manual.
What am I missing (Besides Gray Matter)?
