shorted HOT
open safety caps
short power supply transistor
blown power supply regulator IC
bad caps in the power supply
open resistors in the power supply

If the voltage on CR4118k is less than 12v replace it.
The standby B+ should by 145vdc, what does he measure?
U4101p16=11v, 10.8 standby
u4101p15= 9.9v, 10.9 stby
resistance between p15-16 is 28.6 ohms.
if these pins are pulsing c4118 or open resistor between p15-16 or open
