[TechAssist] RCA 32" ATC113 - Is this a Common FBT Problem???

Chassis: ATC113 CA1
Problem: Dead - (When hitting power button the front power light blinks
anywhere from 5-11 times, 2sec on/ 3sec off but set still dead)
...Hit front power button and power LED lights up for 2 seconds, (while TV
draws a small surge of current during that sec), then tv stops drawing
current and front LED goes out, then 3 seconds later, it will try again to
draw current and again the front power light lights up for 2 seconds and
goes out for 3 secs and back on for 2 secs, all the while the set tries to
draw a current pulse when the light comes on, does this pattern anywhere
from 5-11 times, but never comes on. Only tries to! HOT is good, all Fuses
are ok, Solder looks very good! Reminds me off the PTV chassis's that pulsed
4 or 5 times when the FBT was bad, only this seems slower in it's pulses.
Note: Is this a Common Symptom of a Bad FlyBack #257805 on this common
ATC113 Chassis???
