Could find D559 on this chassis even with the glasses on. The problem
here is instant, no warm up required for the problem to occur. Wouldn't
the whole horizontal sync be out of whack and not just the top 1" if the
horizontal hold circuit was failing?

I hate second guessing myself however I've looked at everything. Could a
bad vertical IC cause this problem?

look for a diode D559 near flyback
IF it has one replace with NTE177 or 519 or equivalent
fast switching diode.
Don't remember what chassis version it was, but I have seen many lose
horizontal sync as set warms up the diode would get leaky. I think the
diode
was in the horizontal hold down circuit.
