Check Q4702-E for 12V   LOC 14BB
  If  low ck CR4118-K for abt 15V
    CR4118 @ Xmfr-3 often fails

Q4705 will work only if the flyback is running.  It is powered by th 26V line @
Fly-8

ON/OFF flow is
 U3101-38
    Q4306
     Q4304
        Q4301
           Q4305-E which supplies 9V to horiz osc - turns high voltage ON
