[TechAssist] Proscan CTC197CG, PS32125 clicks 3-4 times HV 10KV

Once it powered up with HV and sound for 3 seconds. Usually push power
and will cycle and click 3-4 times.While I am monitoring the high
voltage at CRT it fluctuated from zero to about 10KV.
Nothing definate in my archives.
