Ed;
Before you get too wrapped up with all of everything, do yourself a favor
and check how the sets work with another source such as a vcr, or a signal
generator.
In Duluth, Mn  We had a problem similar to this with the Zenith sets and
some models of RCA's (particularly those motel models) on channel 16.  It
would not always be like that but sometimes it did.  We spent some time
trying to understand why the sets would do this.  Zenith at that time (six
years ago) were helpful and wanted to fix it.
When we contacted the cable company and discussed what was going on, We
found that they had some pretty good ideas of why it was happening.  For the
customers that complained, They added a filter on the 'pole' and the problem
was resolved.  Apparently there was added signal underlaying the regular
channel 16 signal and the filter removed all of the underlying component of
that added signal.
Maybe channel 4 in your area cable system is the official weather channel
that is clearly heard when the 'sap' is turned on.
Whatever the case may turn out to be.  DO take one of the troublesome sets
to the cable company and let them listen and have them help you figure out
what is different with their channel 4.  The cable company often times will
have the scopes and the ability to look for that spurious signal that is
causing that static.
