[TechAssist] Panasonic CTP-3189 apedc214 no vertical

help please! I know this sounds easy but,
I dont understand what I am missing.
I have replaced the vert. IC, 2 times, LA7838.
I have 12 v to pin 1 and 28v to pin 8 and 13, supply voltages.
I have vertical drive pulse at Pin 2 input.
lifted and checked 12 resistors and checked lytics.
yoke return path checks continuity.
cant get any vertical output.
I even injected drive to pin 2 and still nothing.
The schematic shows no voltages for most of the pins.
I dont know where to turn.
