You can get the same Arcing effect if someone dont install the Anode CAP
correctly. I saw this once before on a Monitor
worked on by an non-Tech. All he Did was clip one side of the clip under the
hole on the CRT and it was loose and making bad contact.

You say you worked on monitors before but not sure if you already know -
That  the Anode Cap should clip in place and be held by its own pressure
after you release the pressure on its clasping tabs.

PS: Its also a good Idea to ground the CRT before you try removing an anode
cap. If you dont know that procedure, ask here again and I will let you know
the procedure so you dont zap youself back to the future...:o)
